PURPOSE OF CLASSIFICATION

The purpose of this classification is to supervise planning and zoning activities, to include implementing and updating/amending the Town’s comprehensive plan, evaluating all development applications for consistency with the comprehensive plan and land development regulations, and anticipating the current and long range needs of the community.
ESSENTIAL FUNCTIONS

The following duties are normal for this position. The omission of specific statements of the duties does not exclude them from the classification if the work is similar, related, or a logical assignment for this classification. Other duties may be required and assigned.
Supervises, directs, and evaluates assigned staff, processing employee concerns and problems, directing work, counseling, disciplining, and completing employee performance appraisals; conducts interviews and make hiring recommendations.
Coordinates daily work activities; organizes, prioritizes, and assigns work; monitors status of work in progress and inspects completed work; conducts staff meetings; consults with assigned staff, assists with complex/problem situations, and provides technical expertise.
Ensures departmental compliance with all applicable codes, laws, rules, regulations, standards, policies and procedures; ensures adherence to established safety procedures; monitors work environment and use of safety equipment to ensure safety of employees and other individuals; initiates any actions necessary to correct deviations or violations.
Interprets and applies State Statutes, Town codes, comprehensive plan, strategic plan, ordinances, resolutions, and regulations pertaining to zoning, land use, and site development, including public notification requirements.
Consults with Assistant Director and Director of Planning & Zoning Department, Town officials, and other officials to review department operations/activities, review/resolve problems, receive advice/direction, and provide recommendations; coordinates activities between the Town of Jupiter and other government agencies in matters involving planning, zoning, comprehensive plan administration, or other related issues.
Implements the Town’s comprehensive plan for development of the community; coordinates implementation of amendments/updates to the comprehensive plan; provides information and education to convince State Department of Commerce that amendments to the Town’s comprehensive plan should be found in compliance.
Supervises evaluation of all applications for physical development in the Town for consistency with comprehensive plan; reviews development applications, building permits, engineering permits, variances, special permits, beverage licenses, plats, and related documents/drawings utilizing the Town’s electronic project management and plan review systems; assists public with inquiries about County Business Tax Receipts; and makes recommendations on development applications based on analysis of comprehensive plan, zoning, strategic priorities, and other land development regulations; re-designs site plans, landscape plans, and elevation drawings; reviews status of projects.
Anticipates the long range needs of the community, including transportation, parks, land uses, and workforce housing; analyzes data for impact on traffic, parking, drainage systems, environment, or other issues.
Provides information and technical assistance to citizens, applicants, land developers, Town employees, or other individuals/agencies regarding the Town’s comprehensive plan issues, the rezoning and plan amendment process, future planning, demographic data, procedures, forms, fees, or other issues; responds to routine questions or complaints; researches problems and initiates problem resolution.
Analyzes annexation requests for consistency with state statutes and comprehensive plan; conducts site visits needed; prepares staff report with recommended action for each request; presents staff reports to Planning & Zoning Commission and Town Council; prepares ordinances to be adopted by Town Council; assists with preparation of required legal advertisements; communicates with Palm Beach County as needed regarding annexation requests; communicates with applicant regarding annexation requests; meets with homeowner groups to discuss possible annexation and provide fiscal analysis.
Analyzes development applications, variances, and rezoning requests for consistency with comprehensive plan, land development regulations, and surrounding uses; conducts site visits; prepares staff report with recommended action for each request; presents staff reports to Planning & Zoning Commission, Zoning Board of Adjustments and Town Council; assists with preparation of required legal advertisements; prepares ordinances/resolutions to be adopted by Town Council; communicates with applicants regarding development applications, variances or rezoning requests.
Analyzes requests for small and large scale future land use map amendments or text amendments to comprehensive plan for consistency with state statutes and surrounding uses, comprehensive plan, and long term needs; conducts site visits; prepares staff report with recommended action for each request; presents staff reports to the Local Planning Agency and Town Council; assists with preparation of required legal advertisements; prepares ordinances to be adopted by Town Council; communicates with Palm Beach County, intergovernmental groups, and other required parties regarding plan amendments; communicates with applicants regarding plan amendments; transmits proposed amendment to state for review as necessary; responds to any comments received from the state or other agencies on proposed amendments; amends ordinances as needed to address comments and transmits final adopted amendments to the state as necessary.
Processes applicant-initiated or town-initiated requests for zoning code text amendments; analyzes applicant-initiated requests, or identifies language needing to be modified and initiates town-initiated requests; researches requests/issues to determine whether/how code should be amended; prepares staff reports with recommended actions on proposed text amendments; presents staff reports to Planning & Zoning Commission and Town Council; assists with preparation of required legal advertisements; prepares ordinances to be adopted by Town Council; communicates with applicants regarding text amendments.
Maintains demographic/population information relating to the Town; answers questions from the public or other interested parties regarding Jupiter’s demographics; reviews and analyzes population projections for the Town and updates as necessary; coordinates with Bureau of Economic and Business Research (BEBR) state university on population estimates for the Town.
Implements the historic and archeological preservation regulations of the Town; may act as staff liaison to the Historic Resources Board; may initiate, coordinate, and implement the creation of historic and interpretive signs throughout the Town; may review, process, and prepare staff reports for certificates to dig, local historic designations, historic preservation grants, and Town and County Historic Exemption applications.
Performs mapping activities involving zoning maps, land use maps, aerial photographs, town boundary maps, and comprehensive plan.
Performs administrative tasks; organizes office environment; reviews work produced by other staff members; writes resolutions, ordinances, and new zoning codes; provides budgetary input; reviews and processes time sheets.
Reviews minutes of the Planning & Zoning Commission and the Historic Board meetings.
Conducts research of Town codes, county codes, state statutes, various maps, project history records, computer/hard-copy files, reference materials, or other resources.
Prepares or completes various forms, reports, correspondence, technical reports, population projections, legal advertisements, ordinances, resolutions, time records, staff reports, performance evaluations, charts, graphs, presentations, or other documents.
Receives various forms, reports, correspondence, job applications, time sheets, application forms, surveys, legal descriptions, legal documents, technical reports, population estimates, demographical data, comprehensive plan amendments from other governments, staff comments on development applications, project status forms, building permits, site plans, engineering plans, architectural drawings, elevations, surveys, traffic studies, environmental studies, engineering reports, drainage statements, landscape plans, plats, property appraisal data, maps, zoning maps, land use maps, codes, ordinances, statutes, regulations, comprehensive plan, policies, procedures, professional publications, manuals, reference materials, or other documentation; reviews, completes, processes, forwards or retains as appropriate.
Operates a computer to enter, retrieve, review or modify data; verifies accuracy of entered data and makes corrections; utilizes word processing, spreadsheet, database, mapping, desktop publishing, presentation, graphics, research, e-mail, Internet, electronic project management and plan review systems, or other computer programs; performs basic maintenance of computer system and office equipment, such as backing up data or replacing paper, ink, or toner; coordinates service/repair activities as needed.
Operates/utilizes a variety of equipment or tools associated with work activities, which may include a motor vehicle, computer, printer, sound level meter, light meter, camera, copier, calculator, telephone, architectural/engineering scale, or date stamper.
Maintains files/records of work activities and documentation.
Communicates with employees, other divisions, other departments, Town officials, property owners, applicants, developers, contractors, architects, consultants, the public, government agencies, outside agencies, and other individuals as needed to coordinate work activities, review status of work, exchange information, resolve problems, or give/receive advice/direction.
Coordinates, leads, and/or participates in meetings as appropriate; conducts and attends development meetings; attends public meetings; prepares and makes presentations as needed.
Maintains a comprehensive, current knowledge of applicable codes/ordinances; maintains an awareness of trends and advances in the profession; reads professional literature; attends conferences, workshops and training sessions.
ADDITIONAL FUNCTIONS
Performs general/clerical tasks, which may include answering telephone calls, assisting customers, word processing, copying standard documents and maps, filing documentation, or processing incoming/outgoing mail.
Provides assistance to other employees or departments as needed.
Performs other related duties as required.
MINIMUM QUALIFICATIONS

Bachelor’s degree in Urban & Regional Planning or other related field.
Five (5) years previous experience and/or training that includes comprehensive planning at local government level, site plan review, local/state land use, zoning, supervision, and personal computer operations with some landscape design, architectural design, historic preservation knowledge.
Must possess and maintain a valid Florida Driver’s License. For application purposes, a valid driver’s license from any state (equivalent to the State of Florida Class E) may be utilized; with the ability to obtain the State of Florida driver’s license within thirty (30) days from the date of employment.
PREFERRED QUALIFICATIONS
Master’s degree Urban & Regional Planning or other related field.
