PURPOSE OF CLASSIFICATION

The purpose of this classification is to plan, supervise, and coordinate programs and activities including the operation and maintenance of the Town’s roadways, sidewalks, landscaping, facilities, fleet, and solid waste.

ESSENTIAL FUNCTIONS

The following duties are normal for this position. The omission of specific statements of the duties does not exclude them from the classification if the work is similar, related, or a logical assignment for this classification. Other duties may be required and assigned.

Administers, plans, assigns, directs, coordinates, and exercises general supervision for the Public Works Division.

Supervises, directs, and evaluates assigned staff, processing employee concerns and problems, directing work, counseling, disciplining, and completing employee performance appraisals; conducts interviews and makes hiring recommendations.

Coordinates daily work activities with supervisors; organizes, prioritizes, and assigns work; monitors status of work in progress; develops work schedules to ensure adequate coverage; consults with assigned staff, assists with complex/problem situations, and provides technical expertise.

Ensures division compliance with all applicable laws, rules, regulations, standards, policies and procedures; ensures adherence to established safety procedures; monitors work environment and use of safety equipment to ensure safety of employees and other individuals; initiates any actions necessary to correct deviations or violations.

Consults with Engineering and Public Works department staff and other officials to review division operations and activities, review/resolve problems, receive advice/direction, and provide recommendations; coordinates division projects and activities with those of other divisions, other departments, contractors, engineers, consultants, outside agencies, or others as needed.

Prepares and administers operational budget and helps prepare capital budget for area of assignment; monitors expenditures to ensure compliance with approved operational budget; helps determine allocation of funds to cover general maintenance and emergency repairs.

Develop long and short range plans, goals, and objectives for area of assignment.

Develops and revises construction specifications and standards; develops ordinances relating to area of assignment within the utility operations.

Help monitor capital improvement projects and other department and division projects; monitors contracts and provides contract administration; reviews consulting engineers’ plans for capital improvement projects; resolves conflicts during construction of capital projects; assist with approving pay requests for capital projects; help coordinate project changes with other departments.

Helps with the development of bid documents for distribution to potential contractors; reviews bids and makes recommendations for vendor selection.

Performs plan reviews; reviews projects submitted to Development Review Committee and provides comments; reviews plans for projects to ensure compliance with Town codes, standards, and specifications; reviews engineering reports associated with projects to ensure compliance with specifications; performs review of plats/easement documents within area of assignment.

Oversees and monitors purchasing activities for area of responsibility; monitors inventory of equipment, tools, materials, and supplies; ensures availability of adequate materials to conduct projects and work activities; approves requisitions for new/replacement items; develops specifications for purchasing of equipment.

Performs administrative tasks; develops and monitors annual work plans; reviews/approves employee timesheets and vacation/sick leave requests, and forwards for processing; reviews employee evaluations completed by subordinate staff and edits/approves as appropriate.

Responsible for asset management in area of assignment, oversees maintenance of Engineering/Utility/Right of Way system within area of assignment; ensures that system components are properly maintained and repaired; determines project prioritization and oversees response to emergency situations; troubleshoots problems.

Prepares or completes various forms, reports, correspondence, budget documents, work plans, permits, ordinances, construction specifications and standards, equipment specifications, bid documents, job descriptions, performance evaluations, or other documents within area of assignment.

Receives multiple forms, reports and correspondence as needed to perform duties such as; budget reports, purchase requisitions, capital improvement project designs, contracts, bids, timesheets, vacation requests, performance evaluations, accident reports, , gas reports, permits, , risk management manuals, Water and Stormwater master plans, project engineering reports, engineering plans, as-built drawings, utility maps, blueprints, construction drawings, specifications, development orders, standards, codes, policies, procedures, operating guides, catalogs, manuals, handbooks, reference materials, or other documentation; reviews, completes, processes, forwards or retains as appropriate.

Operates a computer to enter, retrieve, review or modify data; verifies accuracy of entered data and makes corrections; utilizes word processing, spreadsheet, database, project management, e-mail, Internet, or other programs.

Maintains records of work orders and other documentation; maintains files/inventory of construction drawings; maintains safety records.

Responds to complaints and questions related to division operations; provides information and technical assistance; investigates problems/complaints, identifies source of problems, and initiates problem resolution. Ensures timely responses to customer inquiries and requests for service.

Communicates with Town officials, employees, other divisions, other departments, contractors, developers, consultants, attorneys, engineers, vendors, homeowner associations, property owners, utility customers, the public, water control districts, other municipalities, regulatory agencies, or other individuals as needed to coordinate work activities, review status of work, exchange information, resolve problems, or give/receive advice/direction.

Attends meetings, serves on committees, and makes presentations as needed; participates in meetings with contractors, developers, consultants, homeowner associations, other municipalities, regulatory agencies, water control districts, attorneys, staff members, or other individuals/groups.

Oversees and coordinates response to after-hours calls or to emergency situations involving the water distribution system, stormwater system; participates in emergency operations for storm/hurricane preparation.

Maintains a comprehensive, current knowledge of applicable laws/regulations; maintains an awareness of new methods, materials, trends and advances in the profession; reads professional literature; maintains professional affiliations; attends workshops and training sessions as appropriate.

Supports the Town’s emergency preparedness, response, and recovery efforts as they relate to Public Works operations. Coordinates and oversees Public Works staff response to hurricanes, storms, flooding, infrastructure failures, and other emergency events, including after-hours and on-call response. Prepares post-event assessments, documentation, and reports related to emergency response activities, operational impacts, and cost recovery efforts.

Roads & Landscape Assignment

Coordinates operation and maintenance of the Town’s roadway, right-of-way, and landscape infrastructure with the Engineering Division and other Town departments.

Oversees maintenance of streets, sidewalks, medians, signage, pavement markings, and traffic control devices.

Directs landscape maintenance activities including mowing, trimming, tree maintenance, irrigation systems, and beautification projects within public rights-of-way and Town-owned properties.

Conducts research as needed; researches questions of property ownership, maintenance responsibility, and right-of-way limits related to roadway and landscape assets.

Coordinates roadway and landscape impacts related to capital improvement projects, utility work, and private development.

Ensures compliance with applicable safety standards, FDOT requirements, and local ordinances related to roadway operations and landscape maintenance.

Facilities Assignment

Coordinates operation and maintenance of Town-owned buildings and facilities with Engineering Division and other Town departments.

Oversees preventive maintenance, repairs, and improvements for municipal facilities, including HVAC, electrical, plumbing, structural, and life-safety systems.

Implements the facilities maintenance plans.

Coordinates facility-related projects with consultants, contractors, and internal staff.

Conducts research as needed; researches facility ownership, use agreements, maintenance responsibility, and regulatory requirements.

Ensures facilities comply with applicable building codes, ADA requirements, life-safety standards, and other regulatory requirements.

Supports emergency response and continuity of operations by ensuring facilities are properly maintained and operational.

Fleet Assignment

Coordinates operation, maintenance, and replacement of the Town’s fleet of vehicles and equipment with the Engineering Division and other Town departments.

Implements the Fleet Management and Vehicle Replacement Plans.

Oversees preventive maintenance, repairs, inspections, and inventory control for vehicles, heavy equipment, and specialized machinery.

Develops and monitors fleet utilization, lifecycle cost analysis, and replacement schedules.

Conducts research as needed; evaluates vehicle and equipment specifications, operational needs, and cost-effectiveness.

Ensures compliance with applicable safety standards, emissions requirements, and regulatory requirements.

Coordinates fleet needs to support emergency response, public works operations, and special events.

Solid Waste Assignment

Coordinates and oversees the Town’s solid waste collection and disposal program in accordance with adopted agreements and applicable laws and regulations.

Administers and monitors the Town’s contract with a private solid waste collection provider to ensure compliance with contract terms, service levels, collection routes and schedules, customer service standards, reporting requirements, and performance expectations.

Serves as the Town’s primary liaison with the solid waste collection contractor; conducts coordination meetings, reviews service reports, addresses operational issues, investigates complaints, and recommends or implements corrective actions as appropriate.

Coordinates solid waste disposal activities with the Solid Waste Authority (SWA) or other designated disposal facilities; ensures compliance with interlocal agreements, disposal requirements, and applicable state and local regulations.

Reviews and verifies solid waste invoices, service modifications, and contract adjustments; assists with contract renewals, extensions, amendments, and rebid processes for solid waste services.

Responds to and resolves resident and business complaints related to solid waste, recycling, bulk collection, missed pickups, and special collection services.

Coordinates solid waste operations in support of special events, seasonal needs, and post-storm cleanup activities.

ADDITIONAL FUNCTIONS

Operates a motor vehicle to conduct work activities.

Performs general/clerical tasks, which may include answering telephone calls, typing documents, making copies, sending/receiving faxes, filing documentation, or processing incoming/outgoing mail.

Provides assistance to other employees or departments as needed.

Performs other related duties as required.

MINIMUM QUALIFICATIONS

Bachelor’s degree in Civil Engineering, Construction Management, Public Administration, Management, or closely related field;

Five (5) years of previous experience and/or equivalent experience and training that includes management/supervision of roadways and facilities, construction project management, engineering plan review, budget administration, long range planning, and management/supervision;

Any equivalent combination of education, training, and experience which provides the requisite knowledge, skills, and abilities for this job.

Additional qualifying education and/or experience which provide the necessary knowledge, skills and abilities may be substituted one for the other on a year for year basis.
