AN INVITATION TO LEAD: FIRE CAPTAIN

This isn't just another Fire Captain promotion. This is a call for leaders who want to build a department from the ground up. PURPOSE OF CLASSIFICATION
Coordinate and actively participate in fire suppression, emergency medical services, hazardous materials response, rescue operations, and fire prevention activities at an assigned station during designated shifts. Ensure tasks are carried out effectively and efficiently in accordance with departmental guidelines. Fulfill supervisory duties, directing fire prevention efforts and emergency responses within the company. Responsible for leading firefighting efforts until relieved by a superior officer.

ESSENTIAL FUNCTIONS

The following duties are normal for this position. The omission of specific statements of the duties does not exclude them from the classification if the work is similar, related, or a logical assignment for this classification. Other duties may be required and assigned.

Commands a fire company in route and on scene during fires, medical emergencies, or other incidents by assessing the situation, determining the fire type and combat strategy, selecting and managing the appropriate suppression methods, overseeing entry into burning structures, and providing supervision, coordination, and quality control until relieved by a superior officer.

Ensures proper maintenance of equipment and apparatus, oversees and participates in regular inspections of equipment and facilities, and directs and assists with grounds and fire station maintenance.

Delegates and organizes duties for station personnel while overseeing radio transmissions to ensure clear and effective communication.

Conducts drills and in-service training sessions to ensure high performance standards, oversees EMT and Paramedic recertification processes, and delivers firefighter training that covers current firefighting techniques, safety protocols, and departmental procedures.

Supervises, directs, and evaluates the performance and skills of subordinates, providing mentorship and coaching to foster development. Investigates any infractions of protocol, rules, and regulations, ensuring compliance and accountability.

Completes incident and daily drill reports, reviews and prepares patient care, fire, hazardous material, and incident reports, orders station and office supplies, records repair and maintenance activities, and tracks inventory requisitions.

Maintains liaisons with hospitals, outside agencies, and other divisions to promote community well-being by coordinating with them to oversee and implement their assigned programs.

Work closely with the Operations Battalion Chief to coordinate the delivery of programs, conduct meetings to update subordinates on new information, regulations, and procedures, and deliver fire prevention and education lectures.

Maintains certification and complies with requirements outlined in s. 633.408.

Participates in on-the-scene fighting of fires, ensuring adherence to department protocols and safety standards during active fire operations.

Performs direct supervision of assigned firefighting units, ensuring efficient and safe execution of fire suppression, rescue, and emergency medical operations.

Actively engages in fire prevention activities, including fire hazard identification, public education, and risk reduction strategies.

Supervises and ensures compliance with operational protocols for firefighting activities, fire prevention efforts, and firefighter training.

Ensures direct supervision and command of firefighting units, fire prevention teams, or firefighter training activities as applicable to the position.

Serves as a supervisor or command officer, overseeing members responsible for firefighting duties, fire prevention efforts, and firefighter training.

May assume the responsibilities and authority of the Battalion Chief in their absence or as needed.

Duties when assigned as Training Captain:
Plans, organizes and directs the department training activities for department personnel; Communicates with other organizations to maximize the effectiveness and efficiency of interdepartmental operations.

Works closely with the Division Chief of Training to establish policies and procedures for the assigned areas of responsibility; Provides technical assistance and review for departmental policies; Coordinates training and safety needs of the department accordingly.

Assists with the development of short and long-range plans for the department and assigned areas of responsibility; Reviews and analyzes training methods, equipment utilized and performance to increase program effectiveness and forecast long-term needs and commitments.

Attends and participates in multiple agency and professional groups and committee meetings; Develop and deliver presentations to leadership, employee groups and others on matters related to the Training Division.

Performs training and evaluation of all personnel and performs research and implements programs to ensure the Training Division operates in an efficient, effective, and safe manner.

Assists the Division Chief of Training in the training and evaluation of department probationary personnel; provides or coordinates fire or EMS training; works with those employees to correct deficiencies.

Remains current on the principles, practices, and new developments in the field of fire suppression, rescue, emergency medical and hazardous materials; incorporates new developments as appropriate; creates and/or updates department training materials according to best practices.

Makes recommendations to the Division Chief of Training for the annual training budget to include such materials as equipment, supplies, improvements and related needs.

Completes incidents and daily drill reports and other forms, orders station and office supplies, records repair and maintenance, and tracks and logs inventory requisitions.

Create, assign, deliver, and evaluate fire department training programs, projects, and activities.

Duties when assigned as EMS Captain:
Ensures the delivery of high-quality, patient-centered care through evidence-based practices and continuous performance monitoring.

Evaluates patient care reports and clinical outcomes to identify opportunities for improvement and innovation.

Conducts root cause analyses for adverse events and oversees corrective actions to prevent recurrence.

Ensures compliance with all applicable local, state, and federal regulations, including HIPAA, OSHA, and EMS accreditation standards.

Maintains readiness for inspections, audits, and certifications by enforcing documentation standards and policy adherence.

Designs, implements, and evaluates training programs to support EMS personnel competency, certification, and advancement.

Assesses training effectiveness through performance metrics, skills validation, and feedback from personnel.

Mentors and supports field personnel through performance reviews, coaching, and field observation.

Leads the development, implementation, and monitoring of the agency’s Quality Improvement (QI) plan.

Compiles and analyzes statistical data related to patient outcomes, high-risk interventions, and clinical performance.

Participates in or chairs QI committees, producing actionable recommendations based on trend analysis.

Maintains collaborative relationships with hospitals, medical facilities, public safety partners, and government agencies.

Represents the department in public forums, interagency meetings, and community outreach events to foster trust and transparency.

Prepares and reviews reports, correspondence, and documentation to ensure clarity, accuracy, and alignment with organizational standards.

Maintains proper records for clinical reviews, training logs, incident reports, and regulatory compliance.

Acts as a leader and role model in the field, providing guidance and oversight during routine operations and major incidents.

Supports the EMS chain of command by enforcing policies, assisting with operational planning, and responding to escalated concerns.

Serves in a supervisory capacity during shift coverage or incident command when designated.

Stays current on changes to EMS-related laws, regulations, and industry standards.

Assists with policy development, implementation, and revision to maintain agency alignment with legal and ethical expectations.

ADDITIONAL FUNCTIONS

Serves as a member of various Town of Jupiter employee committees, as assigned. Represents the Town of Jupiter at meetings, when requested.

Performs other related duties as required.


MINIMUM QUALIFICATIONS

High School diploma or equivalent.

A minimum of (7) or more years of Fire-Rescue service experience with experience in prehospital ALS services. A comparable amount of education may be substituted for the experience qualification.

Florida State Certified Firefighter II (Florida Statute 633.408 compliant).

State of Florida Paramedic Certification meeting all training requirements set forth by Florida Administrative Code 64J- 1.020.

A comparable amount of training, education or experience can be substituted for the minimum qualifications.

A valid Florida driver’s license is required. For application purposes, a valid driver’s license from any state (equivalent to a State of Florida Class E) may be utilized, and the ability to obtain the State of Florida license within thirty (30) days from the date of employment is required.

As a condition of employment, employees in this role must successfully complete a Criminal Justice Information Services (CJIS) background check and obtain/maintain CJIS certification. Failure to meet or maintain this requirement will result in disciplinary action, up to and including termination of employment.

PREFERRED QUALIFICATIONS
Previous experience serving in the role of (promoted or stepping up} a fire or rescue Lieutenant, Captain, or equivalent, spanning a three-year or more period of time.

A proven track record of service to others through any of the following:
•prior military services,
•prior ambulance service employment,
•prior governmental employment,
•prior participation in humanitarian aid, disaster relief, or community development projects,
•prior participation in youth development or mentorship,
•prior community services, prior volunteer service, or prior participation in a Fire Explorer/Cadet program

Multi-role training or experience in at least two of the following categories: leadership or supervision, fire prevention and inspection, community risk reduction, technical rescue, hazardous materials, fire apparatus operation, aerial apparatus operation, marine/water rescue, teaching, or instruction.
