The purpose of this classification is to oversee emergency fire/rescue operations, personnel health and safety, professional development, and the operational readiness of assigned shifts within the department. This position is responsible for assuming command of battalion operations and ensuring compliance with departmental standards and protocols. Additionally, this role involves supervising staff, maintaining fire apparatus and equipment, and supporting the recruitment and development of departmental personnel.ESSENTIAL FUNCTIONS

Responds to major emergency incidents and assumes command of operations using the Incident Command System (ICS).
Respond to EMS incidents to oversee scene safety, support rescue operations, and ensure effective patient care.
Oversees and directs personnel during emergency operations, ensuring safety, efficiency, and effectiveness.
Participates in on-the-scene fighting of fires, ensuring adherence to department protocols and safety standards during active fire operations.
Performs direct supervision of firefighting units, ensuring efficient and safe execution of fire suppression, rescue, and emergency medical operations.
Actively engages in fire prevention activities, including fire hazard identification, public education, and risk reduction strategies.
Serves as a supervisor or command officer, overseeing members responsible for and ensuring compliance with firefighting duties, fire prevention efforts, and firefighter training.
Oversee the administration of whole blood to patients in the field, ensuring proper procedures are followed to stabilize patients and coordinate with medical providers. Provide leadership and supervision to personnel during emergency blood transfusions.
Serves as a supervisory employee responsible for communicating with, motivating, training, evaluating, and directing staff; supervises, develops, and addresses performance issues of assigned personnel while ensuring adherence to departmental standards.
Leads and plays a key role in personnel administration efforts and actively manages employee relations to support organizational goals.
Monitors and ensures the maintenance, repair, and operational readiness of fire apparatus, vehicles, and related equipment.
Reviews, prepares, and submits reports, including incident documentation, personnel evaluations, investigations, and operational analyses.
Assists in developing and implementing policies, procedures, and operational guidelines to align with departmental goals and compliance standards.
Participates in the recruitment, hiring, and promotion processes, ensuring candidates meet departmental criteria.
Supports interagency collaboration and interoperability and fosters professional relationships with other organizations and the community.
Assists in budget development and management, including procurement of equipment and materials.
Provides and supports all firefighter training, ensuring that all personnel receive up-to-date instruction in firefighting techniques, safety practices, and department protocols.
Maintains certification and complies with requirements outlined in s. 633.408, ensuring all personnel meet state certification standards.
Engages in community outreach, including fire prevention education, community risk reduction, and public relations activities.
Remains current on fire and EMS technology, regulations, and procedures through continued education and training.
Formulate or assist in developing policies for bargaining unit employees, prepare for the conduct of collective bargaining negotiations, and play a role in administering resulting agreements.
Authorized to assign, reward, or discipline subordinate employees; Authorized to recommend hiring, transferring, suspending, promoting, discharging, assigning, rewarding, or disciplining subordinate employees.
ADDITIONAL FUNCTIONS
Serves as a member of various Town of Jupiter employee committees, as assigned. Represents the Town of Jupiter at meetings, when requested.
Performs other related administrative duties as required.MINIMUM QUALIFICATIONS
Associate's degree in Fire Science, EMS, Management, Administration, Business, Leadership, or a similarly related field.
A minimum of (15) or more years of Fire-Rescue experience with experience in prehospital ALS services.
A minimum of (5) or more consecutive years as a Company Officer or a higher rank.
Florida State Certified Paramedic meeting all training requirements set forth by Florida Administrative Code 64J-1.020.
Florida State Certified Firefighter II (Florida Statute 633.408 compliant).
A comparable amount of training, education, or experience can be substituted for the minimum qualifications.
A valid Florida driver’s license is required. For application purposes, a valid driver’s license from any state (equivalent to a State of Florida Class E) may be utilized, and the ability to obtain the State of Florida license within thirty (30) days from the date of employment is required.PERFORMANCE APTITUDES

Must have correct color vision and depth perception as noted in NFPA 1582. Must be able to lift and carry articles weighing up to 75 lbs. and push articles weighing up to 150 lbs. Must be able to wear hard hat/helmet, safety glasses, goggles, safety harness, respirator, safety shoes/boots, coveralls, gloves, bunker gear, and face shield. Exposure to extreme temperatures and weather conditions. Exposure to electricity, heights of up to 100 ft., noise, moving mechanical parts, confined spaces, vibration, radiation, dust, vapors, fumes, toxic metals, sensitizers, poisons, animals/insects, mist, gases, smoke, irritants, asphyxiates, and blood borne pathogens.
