Your Role:
The Proposal Manager (Bids & Contracts) is responsible for developing compelling and persuasive bid proposals for municipal solid waste and recycling contracts. This role manages multiple proposal projects simultaneously, ensuring all submissions are accurate, compliant, and delivered within strict deadlines. The Proposal Manager translates operational, financial, and technical information into clear, well-structured proposals, presentations, and supporting materials, including visual content. This position requires strong project management and organizational skills, excellent written and verbal communication, and a high level of attention to detail. The ideal candidate will have proficiency in Microsoft Office (particularly PowerPoint and Word), Adobe Acrobat, and proposal or design tools (such as InDesign, Canva, or similar).
- Lead the development of high-quality bid proposals in response to RFPs, RFQs, and other municipal solicitations
- Manage multiple concurrent proposals, ensuring timelines, deliverables, and submission deadlines are met
- Partner with operations, finance, legal, and leadership to gather, validate, and align proposal content
- Analyze bid requirements and tailor submissions to meet client specifications and evaluation criteria
- Ensure all proposals are complete, accurate, and compliant with local, state, and federal regulations
- Develop proposal narratives, presentations, and supporting materials, including visual content
- Maintain and continuously improve proposal templates, boilerplate content, and supporting documentation
- Track bid activity and outcomes, including win/loss data, and provide recommendations to improve success rates
- Monitor market trends, bid opportunities, and competitor activity to inform proposal strategy
- Serve as the point of contact for bid-related questions, clarifications, and internal coordination
- Support presentations, meetings, and follow-ups related to active proposals
What We’re Looking For:
- 3+ years of experience in bid management, proposal writing, or contract administration
- Experience responding to RFPs, preferably in municipal or government environments
- Strong understanding of municipal procurement processes and regulations
- Excellent written and verbal communication skills
- Proficient in Microsoft Office, including PowerPoint and Word
