UTILITIES ENGINEER

Summary Objective
The purpose of this position is to provide engineering support for Utility District operations including water treatment, water distribution, and wastewater collection and pumping. The work entails technical engineering analysis, engineering approvals, engineering design, computations, standards and specification updates, plan reviews, evaluations, QA/QC checks, and engineering inspections. The position will also manage engineering projects and work with outside engineering support as needed for the District.
The position works under the supervision of the Utility Senior Engineer but is required to operate independently as needed depending on the task.Job Duties and Responsibilities

- Review water and sewer designs and calculations and provide comments/markups for planned industrial, commercial, and residential projects; provide as-built drawings, GIS information, and utility design guidance to developers and others planning construction projects.
- Manage engineering projects at the Utility; meet with Consulting Engineers and contractors regarding project updates and status; organize and plan Utility District long-term CIP and short-term and immediate-term work projects; apply for and process permit documents on behalf of the Utility District for agencies including FDEP, the County Health Department, and the Florida Department of Transportation.
- Support engineering staff, assign and review work products, foster training, and professional development, and provide guidance with problem-solving.
- Provide technical guidance for the customer service division of the City's Finance Department regarding customer billing, calculations, agreements, and meter specifications.
- Provide input to the development of the Utility Capital Improvement Plan including project need, conceptual development, and potential cost.
- Ensures departmental compliance with all applicable codes, laws, rules, regulations, standards, policies and procedures; ensures adherence to established safety procedures; initiates any actions necessary to correct deviations or violations.
- Consults with division managers, deputy director, director and other officials as needed to review activities, provide recommendations, resolve problems, and receive advice/direction.
- Coordinates work activities with those of other departments, contractors, consultants, outside agencies, or others as needed. Ensures close cooperation with the IT Department to ensure that all control systems meet appropriate standards.
- Coordinates procurement of equipment and contracted services; research new products, systems, and materials; obtains pricing from contractors and suppliers; prepares specifications for materials, equipment, and services; writes, prepares, and reviews bid documents/specifications; recommends award of contracts; ensures contract compliance for all contracts and specifications.
- Compiles or monitors various administrative and statistical data pertaining to departmental operations; performs research as needed; makes applicable calculations; analyzes data and identifies trends; prepares or generates reports; maintains records.
- Prepares or completes various forms, reports, correspondence, plant operational reports, regulatory reports, change orders, specifications, permit applications, budget documents, performance appraisals, agenda items, or other documents.
- Receives various forms, reports, correspondence, requisitions, purchase orders, invoices, budget reports, equipment submittals, operations reports, regulatory reports, production reports, quality analysis reports, engineering reports, contract documents, construction documents, engineering plans, electrical drawings, blueprints, specifications, master plans, comprehensive plans, codes, regulations, standards, manuals, maps, reference materials, or other documentation; reviews, completes, processes, forwards or retains as appropriate.
- Assist with the selection of control hardware and software to ensure adherence to the city’s overall asset management strategy.
- Directs the installation of control equipment either as part of a major project or as manager of a control project.
- Communicates with assistant director, director, employees, other departments, engineers, developers, contractors, consultants, inspectors, regulatory agencies, vendors, customers, the public, outside agencies, and other individuals as needed to coordinate work activities, review status of work, exchange information, resolve problems, or give/receive advice/direction.
- Maintains a comprehensive, current knowledge of applicable laws/regulations; maintains an awareness of new trends and advances in the profession; reads professional literature; maintains professional affiliations; attends workshops and training sessions as appropriate.
- Oversees plan review, permitting, inspection of new construction, reviews plans for utility improvement projects; manages construction projects; and prepares project construction schedules.
- Coordinates department work activities in his specific area of operation; organizes and prioritizes workload; makes work assignments; monitors status of work in progress; inspects completed work; troubleshoots problem situations.
- Operates a motor vehicle to conduct work activities.
- Performs clerical tasks, which may include answering the telephone and recording messages, sending/receiving faxed documents, or copying documents.
- Provides assistance or coverage to other employees as needed.
- Performs related work as assigned.
Minimum Requirements

Requires a Bachelor’s degree in engineering with relevant experience in water utility operations. Civil Engineering or Environmental Engineering is preferred.
Requires four (4) years of engineering experience or an equivalent combination of education, training, and experience that provides the required knowledge, skills, and abilities
Special Certifications and Licenses (Required):- Engineer in Training (EIT) License
- Possession of Professional Engineering License (P.E.)
- Possess and maintain a valid State of Florida Driver’s License
PREFERRED QUALIFICATIONS
Bachelor’s degree in Civil Engineering or Environmental Engineering is preferred.
