Summary Objective
Under the supervision of the Operations Manager, performs administrative, supervisory, and technical work for the Streets and Grounds Maintenance Division in the Public Works Department. Work involves planning, directing, coordinating, and monitoring staff, materials, and equipment in support of work activities and programs. Considerable independent judgment and initiative are required in carrying out program objectives within the framework of administrative principles and practices and established policies and regulations. Considerable tact and courtesy are required in frequent contact with the general public, City staff and contractors. Supervises, schedules and assigns subordinate personnel. In addition, may use heavy equipment as necessary; and perform other related duties as assigned.
Job Duties and Responsibilities

- Supervises personnel, including participating in the hiring process; conducts training, performance coaching and evaluation, motivates, manages conflict, and recommends discipline of assigned personnel, as needed.
- Plans, supervises, prioritizes and directs all daily activities of field crews and contractors engaged in landscaping, urban forestry, grounds maintenance, irrigation installation and maintenance, turf management, asphalt pavements and concrete sidewalk repairs, striping, sign maintenance, easement/alleyway maintenance and maintenance of City-owned lots.
- Supervises all traffic related functions to include the establishment/removal of maintenance of traffic setups.
- Responds to, investigates and resolves complaints; follows up on suggestions; develops and maintains communication with the public, City staff, contractors and other government agencies.
- Leads and coordinates assigned team to respond to emergencies, including after-hours.
- Consults with Public Works Operations Manager and other officials as needed to review department activities, provide recommendations, resolve problems, and receive advice and direction.
- Ensures compliance with all applicable codes, laws, rules, regulations, policies and procedures as related to street and grounds maintenance.
- Advises department staff on equipment purchases and the scheduling of fleet and equipment maintenance/repairs. Contributes to the division's budget planning process.
- Conducts research, makes purchases, and recommends materials and supplies to support assigned projects, adhering to established procurement regulations.
- Utilizes a web-based work and asset management system to create, receive, modify, and review work orders. Analyzes and acts upon associated reports to address operational concerns.
- Ensures adherence to established safety policies and procedures; monitors work environment to ensure safety of employees and other individuals.

- Knowledge, Skills, and Abilities
- Knowledge of public works maintenance practices, including federal, state, and local regulations, permitting rules, and industry-standard construction methods.
- Knowledge of contract management.
- Knowledge of methods and equipment pertinent to the maintenance, repair and construction of stormwater systems.
- Knowledge of budgeting, purchasing and other office methods and procedures
- Knowledge of occupational hazards and related safety precautions.
- Knowledge of common computer software (e.g., Microsoft Office suite) and other related programs.
- Skilled in monitoring/assessing the performance of staff or organizations to make improvements or take corrective action.
- Skilled in the principles and practices of street construction, repair and/or maintenance and of the use of street maintenance equipment
- Ability to communicate effectively both orally and in writing.
- Ability to understand and carry out complex oral and written instructions to meet deadlines.
- Ability to read and interpret plans, diagrams, and schematics.
- Ability to plan and supervise the work of equipment operators, skilled, semiskilled, and unskilled workers on a large scale and over a wide area of responsibility.
- Ability to effectively manage public interaction and address complaints.
- Ability to establish and maintain effective working relationships with the general public, City officials, and associates.
- Ability to prepare and maintain accurate records.
- Ability to work outdoors in all weather conditions.
Minimum Requirements
Associate degree from an accredited college or university with a major in environmental science, engineering, business administration, or closely related field (Education will be verified), and six (6) years’ experience in grounds maintenance, stormwater, environmental regulations or any equivalent combination of training and experience.
Two (2) years of supervisory experience is required.
Must possess a valid State of Florida CDL Class “B”.
Ability to obtain intermediate temporary traffic control certification (formerly MOT) within six (6) months from date of employment.Supplemental Information
The position supervises or performs moderate to heavy work in all types of weather. The employee is required to walk, climb, stand, stoop, and must be able to lift, push and move up to 50 lbs. and perform other similar actions during the course of the workday. Specific vision abilities this job requires include close vision and the ability to adjust focus. The employee must be able to wear gloves, safety glasses, goggles, a respirator, and safety shoes/boots. Works inside and outside may be periodically exposed to extreme temperatures, animals/insects, confined spaces, electrical and mechanical hazards, heights, noises, dust, fumes, vapors, and other respiratory irritants.
