Principal Planner

Summary Objective
Under limited supervision, responsible for planning, organizing, budgeting and implementing the City’s urban and community planning programs or current planning operations. Responsibilities include research and preparation of reports for such items as land use, economic base, transportation, urban design and precinct plans, zoning and subdivision regulations; directing studies related to neighborhood renewal, economic development, landscape planning and other physical planning; directing a systematic database, demographic projects, and ongoing evaluation of alternative planning strategies available to the City. Depending on the position, responsibilities include managing either urban design planning initiatives or current City planning operations, supervising professional and technical personnel, and a variety of administrative and personnel-related work. Work involves extensive contact with government officials, attorneys, public and private agencies, citizens, citizen groups, and other City departments; and performs other related duties as assigned.
Job Duties and Responsibilities
• Supervises, directs, and evaluates assigned staff, processing employee concerns and problems, directing work, counseling, disciplining, and completing employee performance appraisals.
• Coordinates, assigns and reviews work and establishes work schedules; maintains standards; monitors status of work in progress; inspects completed work assignments; answers questions; gives advice and direction as needed.
• Supervises and participates in advanced planning operations and advanced planning work programs involving urban design issues, policies and projects, governmental planning activities, building consensus on community issues, grant writing, implementation of diverse programs, and land development activities.
• Coordinates the urban design work program, conducts urban design studies, and develops policy statements and development strategies for a variety of urban design issues related to functions, aesthetics, implementation, feasibility, etc.
• Meets with technical and design experts, advisors and consultants to exchange information regarding urban design, architectural planning issues and policies and potential development alternatives; recommends corresponding changes in local ordinances.
• Assigns projects to planners, coordinates the review of projects, establishes meeting agendas, and assists in resolving technical issues and disputes.
• May serve as staff liaison to the Planning and Zoning Board; ensures that applications are complete and assigns planners to each case; personally, reviews large and complex cases; as assigned, serves as the senior planner at monthly Planning and Zoning Board meetings; makes formal presentations of cases and provides support to other planners at these meetings.
• May perform initial project review for all major development proposals prior to formal submission; discusses development proposals with developers and their representatives to explain and/or clarify City requirements and to help guide developers through the development review process.
• Makes presentations to the City Commission; responds to questions and inquiries and provides support to other planners.
• Participates in a variety of special projects including the creation of and amendments to City ordinances, City Commission directives, etc.
• Analyses operations of assigned functional areas; makes recommendations, as needed to improve policies, procedures, and practices.
• Prepares and submits periodic activity reports as required by higher management.
• Administers and assists in the preparation and monitoring of the division budget.
• Represents the department in the formulation, implementation, and evaluation of planning programs; special projects and graphic support needs; makes presentations to the City Commission, and coordinates/oversees assigned staff in such presentations.
• Meets with attorneys, public officials, architects, engineers, planners, and property owners on matters related to the land use plan regulations and related planning matters.
• Attends meetings, review reports and make recommendations concerning physical improvement projects.
• Represents the City before county, state and federal agencies when appropriate or when so directed by higher management. • Performs other related duties as assignedMinimum Requirements
Bachelor’s degree from an accredited college or university in urban or regional planning, public administration, architecture or a closely related field and five (5) years of progressively responsible experience in urban planning, urban design or related discipline, or any equivalent combination of education, training and experience.
Two (2) years of supervisory experience.
A valid Florida driver’s license is required.
American Institute of Certified Planners (AICP) certification or registration as an architect is highly desirable.Supplemental Information
The position performs work where the employee is frequently required to sit, talk or hear, use hands to finger, handle, feel, or operate objects, tools, or controls, and reach with hands and arms, or sustained keyboard operations. The employee is occasionally required to walk. The employee must occasionally lift and/or move up to 20 lbs. Specific vision abilities required by this job include close vision and the ability to adjust focus. The noise level in the work environment is usually quiet.
