Summary Objective

The City Attorney's Office is seeking an experienced Florida licensed attorney with oral advocacy, legal writing, organization skills and who exhibits enthusiasm, judgment, intelligence, and legal ability to represent the interests of the City of Riviera Beach effectively. The ideal candidate should have at least three (3) years of land use and zoning experience.

Job Duties and Responsibilities

The following duties and functions, as outlined herein, are intended to be representative of the type of tasks performed within this classification. They are not listed in any order of importance. The omission of specific statements of the duties or functions does not exclude them from the classification if the work is similar, related, or a logical assignment for this classification. Other duties may be required and assigned.

  • Performs legal research and prepares legal opinions and advice on numerous legal issues for city commission, city departments, boards, agencies and other legal entities of the city
  • Provides legal review and advice for claims and complaints by or against the city and its other legal entities; recommends action to be taken by city officials and other representatives
  • Negotiates terms and conditions of contracts and agreements
  • Draft Engineer’s Certificates
  • Review and revise Maintenance Agreements
  • Draft, Revise and Review Restrictive Covenants
  • Provide Opinions on the City Charter and municipal law matters in general
  • Draft Development Agreements and ancillary Agreements
  • Provide legal advice on Land Use and Zoning Matters
  • Review and Revise Parking Agreements
  • Prepare Resolutions and Ordinances
  • Prepares proposed legislation and makes recommendations to repeal or amend existing laws.
  • Directs the work for and supervises paralegal and administrative assistants
  • Attends City commission meetings, planning commission meetings and other meetings as assigned
  • Performs related work as required

Knowledge, Skills, and Abilities
  • Considerable knowledge of the goals and objectives of the legal matters to which assigned.
  • Considerable knowledge of local, state and Federal statutory law.
  • Considerable knowledge of legal procedures in the areas of assignment.
  • Considerable knowledge of legal instruments in applicable fields of law.
  • Considerable knowledge of the sources and availability of current legal decisions, opinions, rulings and statutes.
  • Ability to apply knowledge of the law and legal procedures to a variety of legal assignments.
  • Ability to analyze procedural problems and recommend solutions in assigned fields of law.
  • Ability to work independently with minimal supervision.
  • Ability to conduct thorough legal research and prepare various legal documents and summaries.
  • Ability to prepare cases for civil litigation.
  • Ability to express ideas clearly and to communicate effectively, orally and in writing.
  • Ability to assign and supervise work of subordinates in a manner conducive to full performance and high morale.
  • Ability to achieve rapport with various government officials and members of the public requesting information.
  • Ability to establish and maintain effective working relationships with employees, City officials, representatives of private businesses, service and civic organizations, and the public.

Minimum Requirements

Juris Doctorate from an accredited law school and

Five (5) years of professional paid legal experience, which three (3) years must have been in land use and zoning law or areas of law relating to land use/zoning issues and

License to practice law in the State of Florida in accordance with the Florida Bar Association and

A valid Class-E driver's license is required at the time of appointment.
